Section tables are built from the field catalog and extended from live payloads. Rebuilding replays stored records and leaves snapshot history alone.

Deliveries are counted as received, before signature verification. A section table appears once its section is provisioned or first delivered; its _history mirror accumulates one row per delivery and is never overwritten.
